Before turning into a villain, Vincent Patillio was an inventor by trade. He spent half of his life inventing novelty items for toy companies. Due to multiple failures face in his inventory, he become very anguished and started making power-pack-driven, leaping coils. Vincent designed a costume of Leap-Frog and started committing crimes.

His suit was built with electrical boot coils, which give him powers to enhance the wearer’s leaping ability, which allows him to jump 60′ at a 45-degree. The suit also contains a battery pack on the backside. Leap-Frog’s upgraded suit contains a strength-enhancing exoskeleton, which allows the user to lift 1 ton, and AI gyroscopic stabilizers.
